The Working Group developed this policy framework in an effort to ignite a dialogue among the presidential candidates on the importance of elevating the role of development and diplomacy in America’s foreign policy and national security.

These bi-partisan scholars, policymakers and implementers in defense, diplomacy and development met over the course of a two month period in Spring 2007 to develop a consensus document about the need to exercise smart power in the next administration. Our Working Group:


STEVE RADELET, CHAIR
Senior Fellow, Center for Global Development
Steve Radelet was previously Deputy Assistant Secretary of the U.S. Treasury for Africa, the Middle East, and Asia from 2000 – 2002 and served as a Fellow at the Harvard Institute for International Development and Director of the Institute's Macroeconomics Program.

GORDON ADAMS
Woodrow Wilson Center Fellow, The Woodrow Wilson International Center for Scholars
Most recently, Gordon Adams was a Visiting Professor and Director of Security Policy Studies at the Elliott School of International Affairs at George Washington University. He served as the Associate Director for National Security and International Affairs in the Office of Management and Budget during the Clinton administration.

J. BRIAN ATWOOD
Dean, Hubert H. Humphrey School of Public Affairs, University of Minnesota
Brian Atwood served for six years as Administrator of the U.S. Agency for International Development during the Clinton administration. In 2001, Mr. Atwood served on UN Secretary General Kofi Annan's Panel on Peace Operations. He served as legislative adviser for foreign and defense policy to former Senator Thomas F. Eagleton and during the Carter Administration he served as Assistant Secretary of State for Congressional Relations. Mr. Atwood also served as the first president of the National Democratic Institute for International Affairs.

STEPHEN E. BIEGUN
Vice President International Government Affairs, Ford Motor Company
Stephen E. Biegun is a corporate officer and vice president of International Governmental Affairs for Ford Motor Company. Mr. Biegun served as National Security Advisor to former Senator and Senate Majority Leader Bill Frist. Mr. Biegun also worked in the George W. Bush White House from 2001-2003 as Executive Secretary of the National Security Council, and served for 14 years as a foreign policy advisor to members of both the House of Representatives and the United States Senate.

LAEL BRAINARD
Vice President and Director, Global Economy and Development
Bernard L. Schwartz Chair in International Economics, The Brookings Institution
Prior to joining The Brookings Institution, Ms. Brainard served as Deputy National Economic Adviser and Deputy Assistant to the President for International Economics under the Clinton administration. Ms. Brainard has also taught applied economics at MIT.

LORNE W. CRANER
President, International Republican Institute
Lorne Craner was Assistant Secretary for Democracy, Human Rights and Labor for Secretary of State Colin Powell before joining IRI. He was Director of Asian Affairs at the National Security Council under Brent Scowcroft and served as Senator John McCain's Foreign Policy Advisor from 1986 to 1989. Mr. Craner began his career as the Foreign Policy Advisor to former Congressman Jim Kolbe.

JAMIE DRUMMOND
Executive Director, DATA (Debt, Aids, Trade, Africa)
Jamie Drummond sets the as overall strategy and direction for DATA from the Washington headquarters. Before joining DATA, he worked with the Jubilee 2000 debt relief campaign and with Christian Aid and Oxfam.

MICHAEL J. GERSON
Senior Fellow, Council on Foreign Relations
Michael Gerson was a top aide to President George W. Bush as assistant to the President for policy and strategic planning, assistant to the President for speechwriting and as a policy adviser. Prior to that appointment, he was Deputy Assistant to the President and Director of Presidential Speechwriting from January 2001 to July 2002.

SHEILA HERRLING
Senior Policy Analyst, Center for Global Development
Sheila Herrling manages the Center for Global Development’s Millennium Challenge Account Monitor Initiative. She previously served as the Center’s Director of Communications and Policy, and was Deputy Director of the development policy office of the U.S. Treasury. She has had a variety of positions in her thirteen- year tenure with the U.S. Treasury Department.

GEORGE INGRAM
Vice President, Academy for Educational Development
George Ingram serves as President of the U.S. Global Leadership Campaign, and sits on the board for the Center for U.S. Global Engagement. He previously was Executive Director of the Basic Education Coalition, a consortium of 19 development organizations. Mr. Ingram served in the U.S. Agency for International Development in the Clinton administration and spent over 20 years as a senior staff member of the House Foreign Affairs Committee.

WALTER H. KANSTEINER, III
Principal Member, The Scowcroft Group
A founding Principal of The Scowcroft Group, Walter Kansteiner has more than 20 years experience in African and emerging market business issues. Mr. Kansteiner rejoined The Scowcroft Group after serving three years as Assistant Secretary of State for African Affairs under the George W. Bush administration. Mr. Kansteiner also served in the U.S. government as the Director of African Affairs on the National Security Council staff and as the Africa specialist on the Secretary of State's Policy Planning Staff.

M. PETER MCPHERSON
President, National Association of State Universities and Land Grant Colleges
Peter McPherson has served as Director of Economic Policy in the Coalition Provisional Authority of Iraq, and is a co-chair and founder of the Partnership to Cut Hunger and Poverty in Africa. Prior to his position in Iraq, Mr. McPherson served as President of Michigan State University. Mr. McPherson has also held several positions related to economic policy and development including Deputy Secretary of the Treasury Department and Administrator for the U.S. Agency for International Development, both under the Reagan Administration.

NORMAN J. ORNSTEIN
Resident Scholar, American Enterprise Institute
Norman Ornstein serves as an election analyst for CBS News and writes a weekly column called "Congress Inside Out" for Roll Call newspaper. He has written for the New York Times, Washington Post, Wall Street Journal, Foreign Affairs, and other major publications, and regularly appears on television programs like The NewsHour with Jim Lehrer, Nightline, and Charlie Rose.

GAYLE SMITH
Senior Fellow, Center for American Progress
Gayle Smith served as Special Assistant to the President and Senior Director for African Affairs at the National Security Council from 1998-2001, and as Senior Advisor to the Administrator and Chief of Staff of the U.S. Agency for International Development from 1994-1998.

KENNETH W. WOLLACK
President, National Democratic Institute
Before joining the National Democratic Institute in 1986, Mr. Wollack co-edited the Middle East Policy Survey, a Washington-based newsletter. He has also written regularly on foreign affairs for the Los Angeles Times. From 1973 to 1980, he served as legislative director of the American Israel Public Affairs Committee.
