Strengthening our investments in our non-military tools of global engagement -- development and diplomacy -- will make us our country more secure, by extending saving lives, promoting stability, creating jobs and economic opportunities at home and abroad, building partnerships, and demonstrating America’s moral values as a nation. Our economic crisis only makes these investments more imperative, as they are small investments that will reap huge benefits in terms of economic growth and security.
